Cheshire West and Chester formed a new Local Authority Trading Company, Cheshire West Recycling (CW Recycling) to bring waste and recycling services in-house in 2021. The unitary authority has a population of 330,000 and 156,000 properties, served by approximately 110 refuse collection vehicles and over 250 employees.
CWR uses Collective from Bartec Municipal Technologies as an integrated route optimisation and waste operations system to
The Collective waste management system manages day-to-day waste and recycling operations from residential premises throughout the district. The user-friendly platform connects CWR back-office, supervisors, and collection crews in real-time, gathering deep performance data that drives service improvement.
Process Improvement
Each of the 100+ refuse collection trucks is fitted with a safely-installed, demountable in-cab computer running CollectiveX mobile working software. These guide crews through their daily work and are an essential tool in gathering service data. Automated processes are in place to streamline many common customer interactions, such as reporting missed bins, bin deliveries and bulky collections. These processes include integrations between the CW Recycling and Cheshire West and Chester Council contact centre and back office systems, removing manual administration between the two organisations.
Safe Working
The health & safety of staff and the general public is a priority. Route risk assessments and safe systems of work are evaluated and logged in Collective, ensuring that drivers and crews know exactly the hazards of each collection location, even if it’s their first time on the route.Crews are regularly monitored using the integrated onboard video systems to ensure that safe working practices are being maintained, with objective assessment of trends and continual reinforcement of good practice. The combination of vehicle data from Collective and other business systems has enabled a strong focus on driver behaviour, with huge reductions in speeding.
Route Improvements
From the outset of their new LATCO, CW Recycling were able to continually adjust and improve the initial collection routes to bring new efficiencies to the service. Bartec’s flexible contract allowed CWR to use the full route optimisation in the early stages of the contract and then reduce costs once major changes were complete. Ad-hoc routes are now optimised continually with minimal intervention and the CWR’s ‘Plan /Review / Do’ management approach allows them to make regular round adjustments to scheduled collections based on objective data and real-time reports, freeing operational teams to focus on day-to-day service delivery.
“Bartec have been a breath of fresh air, from tender award to go live there has not been a single occasion when the answer has not been “yes we can do that”.
The new web version of Collective looks like a HUGE leap forward, fulfilling many of CWR’s development desires at no expense and within an exciting new core product. CWR see Bartec as a key long term partner and I would not hesitate to recommend them”
